sing-box 绕过 tailscale 路由解决直连打洞问题

默认配置下tun模式里tailscale是没法直接打洞成功的，根据官方文档，tailscale使用100.64.0.0/10、fd7a:115c:a1e0::/48子网段，我们将这个网段排除在sing-box tun的路由之外即可。
